   Pursuant to statute and due to the recognized need, the Board of Supervisors of Greensville County created the Greensville County Water and Sewer Authority (GCWSA) on February 21, 1978.  The purposes for which the Authority was created were the acquisition, construction, operation, and maintenance of water systems, sewer systems, sewage disposal systems and to exercise the powers conferred by the Virginia Water and Sewer Authorities Act, Section 15.11-1250, Code of Virginia, 1950 as amended.  The Authority  serves an area consisting of  Greensville County, and the Town of Jarratt, portions of the City of Emporia, and  Sussex County.  

    The Authority's experienced significant growth from 1984 to 1994.  In 1984 the Authority's  total assets amounted to only $746 and its total operating budget amounted to $130,254.   By 1990, the Authority's assets grew to $710,000 and its operating budget amounted to $53,000.   By 1990 the customer base had grown tremendously.  The Authority had 1,167 water connections and 444 sewer connections.  The system  consisted of 33 miles of water systems and 25 miles of sewage systems. The operating budget grew to $1,032,791 and the Authority had total assets of $21,436,693.  

    Currently (January 2001) the Authority has 1,504 water connections and 1,276 sewer connections.  The total operating budget is $2,675,000 and the total assets amount to $26,222,633. 

    The utility system contains 39 miles of water lines and 44.8 miles of sewer lines.  The Authority's will distribute and treat approximately  400,000,000 gallons of water and sewer this year.  

    In addition to the many miles of water and sewer lines, the Authority operates four wastewater treatment plants, one water treatment plant,  eight well systems, seven water tanks, twenty three sewage pump stations, and two potable water booster stations.
